In accordance with Elections Code section 15377, elections officials must provide to the Secretary of State the number of vote-by-mail ballots rejected, categorized according to the reason for the rejection, within 31 days of every election. Upon receipt of this information, for every election starting with the June 7, 2022, Primary Election, the Secretary of State will publish Vote-by-Mail Ballot Rejection Reason Reports.
Rejection reason data is provided by county elections officials to the Secretary of State through the VoteCal system. County elections officials can submit this data into the VoteCal system up to 60 days after an election. If additional information is provided by county elections officials, then the Secretary of State may provide a supplemental update.
