Under the federal Help America Vote Act of 2002 (HAVA), the Election Assistance Commission (EAC) is responsible for setting regulations under the National Voter Registration Act (NVRA).
The EAC also prepares an NVRA impact report to Congress every two years. To view the EAC's reports to Congress, please visit the EAC's NVRA Studies web page.
To prepare its reports, the EAC gathers information from each state on NVRA implementation and relies on California's biennial reports to the EAC, that are completed by the Secretary of State, based on information provided by California's 58 counties.
