Under California law, any registered voter in the state can ask for a recount of votes in a statewide contest. For a statewide office, a voter must submit the request to the California Secretary of State and the Secretary of State in turn must forward a copy of the request to the elections official in each county where a recount is sought.
Once the county elections official receives the request, the official must take a number of steps, including providing a notice to the public regarding when and where the recount will be conducted.
On July 6, 2014, a recount request was filed with the Secretary of State for the June 3, 2014, State Controller primary contest. The request asked that a sequential recount take place in Kern, Imperial, San Bernardino, Fresno, San Mateo, Orange, Ventura, Los Angeles, Riverside, Stanislaus, Tulare, Napa, Kings, Lake, and Merced counties.
On July 18, 2014, the requestor asked to end the recount. There was no change in the June 3 election results that were certified on July 11.
