Pursuant to the California Elections Code section 13004, the Secretary of State shall approve each ballot card manufacturer and finisher for use in California elections.
Interested ballot print vendors seeking certification for use in California shall fill out Parts 1 and 3 of the Ballot Printing Application and submit it to the Office of Voting Systems Technology Assessment (OVSTA) via votingsystems@sos.ca.gov

The California Code of Regulations, Title 2, Division 7, Chapter 4, Sections 20200-20218, 20220-20238, 20240-20242, and 20250-20253 govern certification of ballot printers and the biennial inspections of ballot printing and storage facilities for ballot cards.
