The California Secretary of State is pleased to announce the award of the CAL-ACCESS Replacement System (CARS) Project prime vendor contract to CGI Technologies and Solutions Inc.

CGI is an experienced system integrator who brings extensive experience with the development and implementation of large and complex information technology projects. CGI is partnering with vendor MapLight who brings a suite of tools that covers filer registration, filer disclosure, compliance, and validation in addition to the data transparency capabilities.

CAL-ACCESS is the state’s campaign and lobbying information system where candidates, political committees, and lobbyists file detailed financial disclosures. The CARS Project was initiated out of legislation to improve service to the public by replacing CAL-ACCESS with a modern and flexible architecture. The CARS Project will implement a new data driven system replacing the existing forms driven system.

We are targeting a late November 2026 implementation/go-live date for CARS, following the General Election.
