What is Twitter?

Twitter allows you to receive updates on your mobile phone, through your browser, or directly to your desktop by using 3rd party applications such as Twhirl, Twitterific, or Google Desktop as well as others.
Which should I use, Twitter or RSS?
The Secretary of State distributes her agency announcements via both RSS and Twitter to give you the freedom to choose the delivery method that works best for you. The RSS option allows you to receive updates within a few hours after they are posted to the Secretary of State website using a news reader, a browser, or email. If you choose an email subscription, updates are sent to you once each day (usually in the evening). Updates to Twitter, called "tweets," are sent to your mobile phone, through your browser, or to your desktop by using an application like Twhirl usually within 30 minutes after they are posted to the Secretary of State's website.
