County Post-Election Manual Tally (PEMT) Reports by Election The Secretary of State adopted Post-Election Manual Tally (PEMT) Requirements as a condition of approval for several of the voting systems in use in California. Under the PEMT Requirements, local elections officials must conduct a 10% manual tally of contests with a margin of victory of less than 0.5% based on the semi-final official canvass results. The PEMT Requirements are designed to check the security, accuracy, and reliability of the voting system in use, as well as verify election outcomes in close contests. All PEMT audits must be completed within the 28 day canvass period established by Elections Code sections 10262 and 15372. PEMT Requirements and Suggested Instructions
