Escrow Facility Approval

Once a voting system is approved by the Secretary of State, the voting system vendor is required by Elections Code section 19103 to deposit the exact approved version of the software and firmware into an escrow facility that has been approved by the Secretary of State. This facility serves as an independent third party that gives the Secretary of State direct access to the exact versions of software and firmware that have been approved for use in California.
