General provisions governing foreign lending institutions are found in the California Corporations Code, commencing with section 2104.

Any foreign (out of state or country) lending institution which has not qualified to do business in this state shall be considered to have appointed the Secretary of State as its agent for service of process and on or before June 30^th of each year shall file a statement showing the address to which any notice or process may be sent.
